The Office of the Fire Marshal (OFM) serves as the fire prevention and code enforcement division of the Baltimore City Fire Department (BCFD). Our mission is to protect lives, property, and the environment by enforcing fire codes, conducting inspections, investigating fires, and delivering fire safety education across Baltimore.

To reduce the risk of fire, injury, and loss of life by enforcing the Baltimore City Fire Code, performing thorough inspections, reviewing fire protection plans, investigating fire incidents, and fostering a culture of fire safety citywide.
Core Responsibilities
The OFM oversees several critical functions:
Fire Code Enforcement: Ensuring that all commercial and residential structures comply with local and state fire codes.
Plan Review: Assessing construction and fire protection system plans to ensure they meet safety requirements.
Inspections: Conducting inspections of new constructions, renovations, and existing buildings to verify fire code compliance.
Fire Investigations: Determining the origin and cause of fires, including investigations of suspected arson.
Public Education: Delivering training and outreach programs to raise awareness and promote fire safety within the community.

Historical Background
Founded in 1858 as the “Fire Inspector,” the office initially supported volunteer fire companies and enforced early fire ordinances. In 1938, its role expanded with the establishment of the Fire Investigation Bureau, and in 1958, the Office of the Fire Marshal was officially formed. Today, the OFM continues its long-standing tradition of protecting Baltimore through proactive fire prevention, investigation, and education.
